Who is to Blame?

I found this article very interesting, at two Walmart locations in Louisiana this weekend the food stamp program had a glitch, anyone who received food stamps had an unlimited balance on their cards, this happened at other local grocery stores, but Walmart is the only store who chose to accept food stamps at the time, other stores said they could not accept food stamps until the glitch was fixed. Some people took advantage of this glitch and racked up hundreds of dollars worth of free food, and now the discussion is who is to blame, the food stamp program or Walmart? If you ask me I would say that Walmart is to blame since all of the other stores stopped accepting the food stamps for the time being.
